The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to all streets open to public travel. Garland Ave as it intersects with W. Essex St does not meet the MUTCD traffic volume requirements for an all-way stop. The average speed on Garland Ave between W. Essex St and the stop sign at Brookland Park Blvd (about 500’) measured less than 10mph in a 25mph zone. A speed table is not planned.
