- Staff · September 11, 2025The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to all streets open to public travel. An engineering study was performed in accordance with the MUTCD. The Berkshire Rd / Avon Rd / Sulgrave Rd intersection does not meet the MUTCD traffic volume requirements for an all-way stop. There were also no reported crashes here for the latest eight-year period (1.1.17 – 12.31.24).
