Description
I am the property owner at 408 Gilmer Street, Richmond, VA, and I am filing a formal complaint against Clay Express Mart, located at 801 West Clay Street, Richmond, VA 23220, for ongoing illegal dumping and misuse of city property. For several years, this business has engaged in improper disposal of commercial waste, including: - Using residential trash cans that do not belong to them. - Storing those cans on public easement property and in the alley behind their building. - Continuously dumping large volumes of trash and debris outside of their property boundaries. Despite repeated assurances that they would correct this behavior, nothing has changed. Their landlord has refused to intervene and has stated that "there is nothing he can do." This ongoing pattern of illegal dumping is a violation of city code and constitutes a public nuisance. The conditions created by this behavior are severe: - Overflowing and scattered trash that is not being collected by the City. - Rodents, insects, and other pests entering my home at 408 Gilmer Street. - Ongoing blight and obstruction of public right-of-way property. This is not their property, and under Richmond ordinances, they are not authorized to place or store residential trash cans there. The situation is out of control and has now created health, sanitation, and safety hazards for me and neighboring residents. I am requesting immediate enforcement action against Clay Express Mart to: - Prohibit their continued use of residential trash cans. - Remove all illegally placed trash cans from the public easement. - Require them to obtain proper private waste disposal services. - Address the repeated illegal dumping that is damaging neighboring properties and public health.
