The Department of Public Works must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The intersection of Ripley Ave as it intersects with Stuart Ave and with Kensington Ave do not meet the MUTCD traffic requirements for all-way stops.
