- Staff · September 12, 2025The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to all streets open to public travel. P St as it intersects with N. 30th St, N. 31st, N. 32nd and N. 33rd St were reviewed. None of the intersections meet the MUTCD traffic volume requirements for all-way stops. The speed on P St between Chimborazo Blvd and N. 29th St ranged between 16mph and 23mph in the 25mph zone. (The average speed measured 20mph.) Speed tables are not currently planned.
