- Staff · August 22, 2025DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing a traffic signal. The intersection of Hopkins Rd and Old Hopkins Rd does not meet any of the MUTCD conditions for a traffic signal. The conditions include warrants on either traffic volumes, pedestrians, schools, coordinated signal systems, crashes, roadway networks or RR at-grade crossings.
