    DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The MUTCD conditions are mainly about a combination of traffic on the free flow street and the stopped street. The intersection of Leigh St and 30th St does not meet the traffic requirements of the MUTCD for all-way stops. The DMV crash database for the latest five full years (1.1.20– 12.31.24) also showed only one reported crash.
