- Staff · July 31, 2025DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The MUTCD conditions are mainly about a combination of traffic on the free flow street and the stopped street. The intersections along W. Clay St (Norton St, Kinney St and Bowe St) do not meet the traffic requirements of the MUTCD for all-way stops.
