    The RVA311 concerned location is 4517 Cutshaw Ave but I assume you are concerned about speeding on Westmoreland St between Monument Ave and Broad St. The average speed on Westmoreland was 24mph in a 25mph zone. Westmoreland is classified as an Urban Collector, carries around 1700 vehicles a day and is a strategic route for emergency vehicles. Speed tables are not currently planned.
