Next door to Atlantic Lift systems( 3700 E Belt Blvd, Richmond, VA 23234) Citizen is reporting there is a mulch company that is grinding up tons up debris to create mulch; citizen is concerned they are going to stop up the drains due to improper disposal. They also have vehicles blocking the right of way
