Description

Request from Richmond Police & Fire. Road is washed out and needs repair. When the body of a murder victim was found on this gravel road last month, emergency vehicles from Terminal Ave could not reach the scene due to a broken culvert. Road surface is gravel.

    D. Rivers assess this location and found the galvanized alley culvert is eroded causing stone and base material to erode on the inlet side of the culvert. Interim solution: backfill 21-A stone over eroded area and compact to 90-95% compaction. Removed tires and rip-rap from inlet end of culvert to determine exact sized of culvert and apply more stone to shore up alley. Solution: Replace culvert in-kind and install header wall or Rip-Rap on end of culvert. Install asphalt apron over culvert. Removed all vegetation necessary for installed. Miss Utility should be call in for location prior to excavation. DPW is planning to remove vegetation in this area. DPU could gain from mutual aid to have DPW remove vegetation around culvert. Note: Meet onsite with DPW representative Mr. Chirs Boyd on 9/9/2025 to ensure alley can be made safe for Refuse Trucks to pass. Mr. Williams and Mr. Jones will assess today to make interim applicaiton to make alley safe for vehicles to pass thru. A
