Description

So a friend just told me I could do this request but I truly should have several years ago. I live next to this street that lasts for 3 blocks. One end is Williamsburg Road and the other end is an apartment complex parking lot. For some reason people come flying down this three block road at speeds that I’ve seen up to at least 45-50mph and in the 7 years i have lived here I have seen several dead domestic animals on that street. I have a bus stop next to my house on Garber and Arcadia as well.

    The RVA 311 location address is 1233 Garber St. Garber St is located between Campbell Ave and Northampton St. Garber stops four times including Waverly Ave, Arcadia St, Scott St and Northampton. Given these stops and the average speed of 19mph speed tables are not planned. The Garber and Campbell intersection have curve warning ahead signs with an advisory speed of 10mph in each direction. If you are talking about Arcadia St then between Williamsburg Rd and the apartment complex the average speed measured 18mph and speed tables are not planned. For all-way stops DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. None of the intersections along Garber Rd or Arcadia St met the MUTCD traffic requirements for all-way stops.
