    If the neighborhood desires and the local City Council Representative supports along with the direction of the one-way, then DPW can pursue converting Powhatan St between S. Meadow Ave and S. Allen Ave from two-way to one-way. I suggest the neighborhood formally discuss the two-way to one-way Oregon Hill Pkwy conversion first (including the desired one-way direction) and reach a consensus. If the conversion is supported by the neighborhood and the City Council Representative then DPW will explore the conversion in more detail including support from the Fire Department, the impact on safety/operations, service deliveries to the neighborhood, etc.
