Description

Graffiti along both sides of the Leigh Street bridge over I-95. Also graffiti (profanity) on the concrete supports under the bridge. Highly visible to everyone traveling through Richmond. This has been there for years and needs to be removed. This really sends the wrong message about Richmond.
