Description
Citizen at 1807 Claiborne St reports one of his neighbors has filled a recycling bin with trash and has left it in the alley behind his house for two weeks. Garbage collection trucks have knocked this over and it is now blocking his rear driveway blocking him in - citizen has had surgery and cannot clean up his neighbor's trash, nor does he know exactly which neighbor's recycle bin was full of trash and has tipped over, but needs help.
