    DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The intersection of Overbrook Rd and Miller Ave does not meet the traffic requirements of the MUTCD for all-way stops.
