DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The MUTCD conditions are mainly about a combination of traffic on the free flow street and the stopped street. The intersection of Bainbidge St and 20th St does not meet the traffic requirements of the MUTCD for all-way stops. The average speed on Bainbridge St (posted at 25mph) between 20th St and Cowardin Ave measured 21 mph. Bainbridge St between 20th St and Clopton St averaged 27mph. The samples are in general compliance with the 25-mph speed and traffic calming is not planned.
