- Staff · June 10, 2025This was my response to an earlier RVA311 request on 6.10.25: DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The MUTCD conditions are mainly about a combination of traffic on the free flow street and the stopped street. The intersections along Leigh St (30th St, 31st St and 32nd St) do not meet the traffic requirements of the MUTCD for all-way stops. DPW will plan to install any missing No Parking signs on Leigh St at 31st St to enhance intersection sight distance when entering Leigh St from 31st St. This is an addendum to cover additional questions on 6.10.25 about Leigh St: An all-way stop exists at Leigh St. and 29th St. Leigh St and Chimborazo Blvd does not meet the MUTCD traffic requirements for an all-way stop.
