Description

Extensive recurring graffiti on floodwall south bank facing the river between 14th Street Bridge and Manchester Bridge. There has been a lot more that has appeared recently. Graffiti is highly visible from the river and from downtown offices.

    From what I can determine, this occurs on each side of the opening where the Norfolk Southern bridge goes thru the floodwall
