- Staff · May 29, 2025The 85th percentile speed* is one of the best indicators of a reasonable and safe speed. The 85th percentile speed samples on Commonwealth Ave between Patterson Ave and Monument Ave measured between 21mph-27mph. (The average speed measured between 18mph-24mph.) The speed samples are in general compliance with the 25-mph speed for residential streets and speed tables are not planned. I sent an email to a Lieutenant with the Richmond Police Department that RVA311 received several requests about speeding on Commonwealth Ave. (*The 85th percentile speed is the speed at or below which 85 percent of the drivers will operate with open roads and favorable conditions. The assumption underlying the 85th percentile speed is that most drivers will operate their vehicle at speeds they perceive to be safe.)
