- Staff · February 12, 2026Dear Citizen, Thank you for sharing your concerns regarding the traffic operations at the intersection of Elkhardt Road and Hull Street Road. I tried reaching you via phone to gather more information about your request but was unable to connect. From my understanding, you are requesting protected signal phases for all approaches essentially allowing one side of traffic to go first, followed by the other side rather than having all approaches move simultaneously. Currently, implementing protected phases for all approaches at this intersection is not feasible due to existing traffic signal operations and safety considerations. We appreciate you taking the time to provide your input, and your concerns are important to us. I am closing this service request for now, but please know that you can always contact us at 804-646-3777 if you have further questions or would like to discuss this matter in more detail. Thank you again for reaching out.
