    DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of 19th St and Grace St does not meet the traffic requirements for an all-way stop. All corners of 19th St are measures to enhance visibly for those stopping at Grace St. This includes No Parking signs and a fire hydrant.
