- Staff · April 28, 2025DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of 19th St and Franklin St does not meet the traffic requirements for an all-way stop. On the corners of 19th St there are several measures to enhance visibly. This includes No Parking signs, marked out areas that do not allow a vehicle to park and a fire hydrant.
