The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of Bainbridge St and 15th St does not meet the traffic volume requirements for an all-way stop. No Parking signs exist on Bainbridge St at both corners at E. 15th St to enhance intersection sight distance.
