Description
Graffiti in Black Paint says "Fentanyl" - on SW Corner of State Parking Deck at 14th and Main. Same "Fentanyl" tagged spray painted on boarded up window on a building diagonally across 14th Street, and on an old Mattress in an ally further down 14th Street.
