Description

Traffic uses Commonwealth as a cut through from Monument to Patterson. There are no stop signs on this road to even marginally slow traffic. Would request a minimum of stop signs being put in place. This creates extremely unsafe walking for children to and from Mary Munford and Albert Hill. Cars accelerate rapidly and have no regard for pedestrians, even children. I have seen this occur SEVERAL times, please take this request seriously.

    The 85th percentile speed* is one of the best indicators of a reasonable and safe speed. The 85th percentile speed samples on Commonwealth Ave between Patterson Ave and Monument Ave measured between 21mph-27mph. The speed samples are in general compliance with the 25-mph speed for residential streets and speed tables are not planned. I sent an email to a lieutenant with the Richmond Police Department that RVA311 received several requests about speeding on Commonwealth Ave. (*The 85th percentile speed is the speed at or below which 85 percent of the drivers will operate with open roads and favorable conditions. The assumption underlying the 85th percentile speed is that most drivers will operate their vehicle at speeds they perceive to be safe.) DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. None of the four intersections between Patterson Ave and Monument Ave (Park Ave, W. Franklin St, Bromley Lane and Wythe Ave) meet the MUTCD traffic requirements for an all-way stop.
