- Staff · March 26, 2025The Department of Public Works must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The traffic volumes on the free flow street and the stopped street must be at a certain level for each hour for eight hours of a weekday to meet the requirements of the MUTCD all-way stop warrants. For example, the free flow street must have 300 or more vehicles an hour for an eight-hour period. At the same time the stopped street must have 200 or more vehicles an hour for an eight-hour period. The intersection of Maplewood Ave and Freeman Rd does not meet the traffic requirements for an all-way stop.
