- Staff · March 12, 2025The 85th percentile speed*, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed sample on W St and on N. 22nd St measured less than 18mph on W St and less than 24mph on N. 22nd St. The sample is in general compliance with the 25-mph speed for residential streets. (*The 85th percentile speed is the speed at or below which 85 percent of the drivers will operate with open roads and favorable conditions. The assumption underlying the 85th percentile speed is that most drivers will operate their vehicle at speeds they perceive to be safe.) DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The intersection of W St and N. 22nd St does not meet the MUTCD traffic requirements for an all-way stop.
