Description
A “no turn on red” sign should go up with the new signals at Forest Hill Ave & Broad Rock Rd. It’s very dangerous to make a right turn on red from Broad Rock with no visibility of what’s approaching.

- Staff · August 22, 2025Dear Citizen, Thank you for your message regarding the new traffic signals at Forest Hill Avenue and Broad Rock Road and your request to install a “No Turn on Red” sign for the northbound right turn from Broad Rock Road. We appreciate your concern for safety and the opportunity to review this location. The Manual on Uniform Traffic Control Devices (MUTCD) provides the national standards for when a “No Turn on Red” restriction is appropriate. According to Section 2B.54 of the MUTCD, NTOR signs are typically considered when: There is inadequate sight distance to safely complete a right turn on red, Unusual traffic conflicts exist (such as high volumes of pedestrians crossing during red), Crash history indicates a pattern of right-turn-on-red related collisions, or Other unusual geometry or conditions create an unreasonable safety risk. At this intersection, visibility is adequately addressed by the signal design, intersection geometry, and clear sight lines for vehicles turning right. In addition, pedestrian accommodations are provided through signal phasing, ensuring safe crossing opportunities. Based on our review, the installation of a “No Turn on Red” sign is not warranted at this location. We will continue to monitor the operation of this intersection, particularly as drivers adjust to the new signals. If conditions change or new safety concerns arise, we will be glad to reassess.
