    The 85th percentile speed is the speed at or below which 85 percent of the drivers will operate with open roads and favorable conditions. The assumption underlying the 85th percentile speed is that most drivers will operate their vehicle at speeds they perceive to be safe. The 85th percentile speed sample on Garland Ave between Norwood Ave and Brookland Park Blvd measured 15mph. The samples are in general compliance with the 25-mph speed for residential streets and speed tables are not planned. The Department of Public Works must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of Garland Ave and Essex St does not meet the traffic requirements for an all-way stop.
