    DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of Ellwood Ave and Sheppard St does not meet the traffic requirements for an all-way stop. Ellwood Ave is posted with 25mph signs and enhanced speed $200 fine signs via a City Council resolution. Speed tables on Ellwood are not supported by the Fire Marshall given this street is functionally classified as an Urban Minor Arterial and a strategic route for emergency vehicles. Ellwood at Sheppard has curb extensions which serve multiple purposes, such as reducing crossing distances, improving visibility, and slowing down vehicular traffic.
