Description

Thia is an intersection highly utilized by pedestrians and bikers including children becaise it is right in the middle of a neighborhood snd there is a popular market on east side of malvern. There are >2 lanes of traffic at this point of Malvern and cars exceed speeds of 45 mph easily. Providing a stop sign abd crosswalk would help ensure safety of neighborhood residents

    The Department of Public Works must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. Malvern Ave and Franklin St does not have the traffic volume requirements for an all-way stop. DPW must also perform engineering studies and use the MUTCD for new traffic signals. The intersection of Malvern Ave and Franklin St does not meet the necessary MUTCD warrants in the for a traffic signal. Another engineer will review the crosswalk request.

    According to citywide speed data, 85 percent of drivers are going the speed limit on Malvern Avenue. A crosswalk will not be installed due to upstream and downstream signals creating the gap necessary for pedestrians to cross.
