Description
I would like to make a research study request for the intersection of South 14th Street and Dock Street traffic light system. At this intersection, whenever a train is crossing the street on South 14th Street between Dock Street and the Mayo Bridge, the traffic light should automatically turn red on all directions to prevent vehicle traffic from blocking the intersection and this will prevent accidents with someone going on a green light only to find out the Railroad Crossing Lights are Red.

- Staff · March 11, 2026Dear Citizen, Thank you for your concern with us. As part of the Citywide Retiming Project, all intersections within the City of Richmond including South 14th Street and Dock Street were analyzed, evaluated, and retimed. Signal timings were designed based on engineering best practices to optimize safety and traffic flow, including coordination with railroad crossings. The intersection is currently operating as designed, and no operational issues were identified. I am closing this request now, and no further action is needed.
