Description

Speeding occurs between Jefferson Ave and M St on N. 23rd Street. Unsafe vehicle operation has made it dangerous for pedestrians, bicyclist, and other vehicles to navigate N. 23rd Street. Allegedly a speed study by DPW resulted in no need for four-way stops on N. 23rd Street. However, no speed study was conducted nor any observation of N. 23rd Street to make the determination. DPW ticket DPW000192559 was closed erroneously without further evidence to substantiate the reasons for closure. If the tickets are going to be closed with dismissive and passive comments without any evidence being cited, please do not close until proof is provided. Requests will continue to be generated. A DPW response claimed studies showed a certain percentile was not met to allow for more signage, however, no "study" was conducted nor has been in numerous years.

    Comments on DPW ticket DPW000192559: Comments by DPW were made about the all-way stop warrants as required by the MUTCD and that Leigh St and 23rd St did not meet the traffic volume requirements. The MUTCD conditions are mainly about a combination of traffic on the free flow street and the stopped street. This is basically how the MUTCD warrant works: - The traffic volumes along the free flow street (major street) and the stopped street (minor street) must be at a certain level for each hour for eight hours of a weekday to meet the requirements of the MUTCD all-way stop warrants. o Major street minimum requirement (total of both approaches) = 300 or more vehicles an hour. o Minor street minimum requirement (total of both approaches) = 200 or more vehicles an hour. - Both traffic conditions must be met for the major and minor streets to meet the MUTCD requirement. The speed data on 23rd St were obtained from Urban SDK, a system of record for government infrastructure operations, planning and development. Urban SDK gives us speed data under a geospatial data analysis platform so the public may not see rubber vehicle counting tubes on many city streets. The speed samples did not support a speed table on 23rd St. The speed data was taken 24/7. Over the seven days the 85th percentile speed ranged from 17mph to 24mph.
