Description

1. Paving to occur during the current fiscal &/or calendar year (see RVA DPW site). 2. Precendent for lack of markings has been set; 2200 block of E. Clay St, adjacent to trianlge park. 3. Again, 2200 block of E. Clay St for width. The section of street was changed to one-way not because of width/parking design but for bike share implementation & traffic flow out of the circle. The 2200 block of E. Clay St can (& does bc of wrong-way drivers) carry two-way traffic with angled & parallel parking. Thank you for reviewing this request. It should be noted the review can, or should, include N. 21st/Mosby St and N. 24th Street; both of these streets are wide as well. Slowing traffic is ideal, making them "yield streets" utilizing minimal financial impact would be a favorable outcome. To be clear too, this request is for angle parking on one side and maintaining parallel parking on the opposite side, like what is planned for the 2400 block of Jefferson Avenue. Consider reviewing the unit block of S. 19th Street, unit block of N. 19th Street, the 100/200 blocks of N. 19th Street, and the unit block of S. 20th Street as comparable streets with back-in parking on one side and parallel parking on the other. The aforementioned blocks are similar if not the same width as 500/600/700 blocks of N. 23rd Street. Today 3/7 at 3:10 pm, a black Honda nearly hit a child in the marked crosswalk of Jefferson Ave and N. 23rd St due to excessive speed. A review of the flock camera at 23rd and M St will show the vehicle speeding southbound, then returning northbound at a high rate of speed. Despite the N 23 St corridor being in the “85 percentile” and not worthy of a stop sign at Leigh St, or a speed bump in the 600 block, or raised crosswalks at Leigh St, excessive speeding still occurs. Near misses are daily, especially considering pedestrians. Please, if nothing serious will be done, change the parking to restrict the width of the road. This is a far cheaper option than other recommendations. Thank you

This request for back-in angle parking on N. 23rd St is under review by DPW. If N. 23rd St is determined to be a candidate for back-in angle parking, then scaled drawings must be developed to determine where back-in angle parking (one curb or both) is feasible along N. 23rd St between Jefferson Ave and Burton St. Funding for related pavement markings and signs must also be budgeted.
