Description

Need four way stop at e Leigh and 23rd crossing or speed bumps heading towards Jefferson ave coming down 23rd st to the traffic circle. There are so many pedestrians and cars are flying 70 mph down the street all day long.

    DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of Leigh St and 23rd St does not meet the traffic requirements for an all-way stop. The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed sample on 23rd St between M St and Leigh St measured 20mph. The 85th percentile speed sample on 23rd St between Jefferson St and Leigh St measured 18mph. The speed sample is in general compliance with the 25-mph speed for residential streets and speed tables are not planned.
