Description

Despite 2 petitions, no further action has been taking to adress tue habitual and uninforced speeding on Clarence St. Narrowing the road with bumpouts and or mini roundabouts at Herbert and Hill Top would make a big difference. The “your speed sign could also help in the short term.

    The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed sample on Clarence St measured 22mph. The speed sample is in general compliance with the 25-mph speed for residential streets and no additional traffic calming measures are recommended. Touched base with the City Traffic Engineer and he agreed that the speed samples were appropriate for this residential street and recommended no further action at this time. He recommends enforcement on the high injury street network to include Jahnke Road, Forest Hill Avenue, Midlothian Turnpike, and Westover Hills Boulevard. DPW installed two speed cushions back around 2014 and then upgraded them to speed tables a few years later. The City Fire Marshall did not approve more speed tables. Traffic circles (mini roundabouts), curb extensions (bump outs) and Dynamic speed feedback signs (your speed signs) are capital improvements and not funded in the Adopted Annual Fiscal Plan for FY2025.
