Description

People often speed up and down Garfield and pedestrians walking on Margate have a hard time crossing the street. Also there have been several times when I am on Margate and cars on Garfield will make blind right turns and almost hit me. Many neighbors complain about this spot. There is a speedbump at the top of Garfield which should have been placed lower as folks have sped up by the time they get to the intersection. If not a 4 way stop sign, please put a pedestrian crosswalk.

    The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed sample on Garfield Rd near Margate Dr measured 26mph. The speed sample is in general compliance with the 25-mph speed for residential streets and speed tables are not planned. Gaps in traffic for pedestrians to safely cross is a key issue for pedestrians crossing the street. Marked crosswalks alone are insufficient since pedestrian crash risk may be increased by only providing a marked crosswalk. There are sufficient gaps in traffic on Garfield Rd at Margate Dr allowing pedestrians to cross the street. Also, the latest eight full years of DMV crash data (1.1.16 – 12.31.23) showed no reported pedestrian crashes. Crosswalks are not currently planned. DPW must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of Garfield Rd and Margate Dr does not meet the MUTCD traffic volume requirements for an all-way stop.
