- Staff · December 27, 2024The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of Gladstone Ave and Barton Ave does not meet the MUTCD traffic volume requirements for an all-way stop. The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed sample on Gladstone Ave near Barton Ave measured 23mph. The speed sample is in general compliance with the 25-mph speed for residential streets and speed tables are not planned.
