The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of Clay St and Kinney St does not meet the MUTCD traffic volume requirements for an all-way stop. The latest three full years of crash data from DMV (1.1.21-12.31.23) does not show any reported crashes at the intersection of Clay and Kinney.
