Description

The red all-way stop traffic signal bulbs will periodically blink in a rapid almost strobe-like manner instead of the usual flash rate. The phenomenon is inconsistent and maybe only occurs 10% of the day, but it is very jarring and distracting when it does. Please see the attached video!
