Description
Additional speed controls are necessary. The amount of traffic, their speed and the common lack of regard for stop signs is a major hazard to the dozens of children walking in the street to wait for the school bus. I see children jumping out of the way of cars regularly. This is a serious safety issue. There have been 4 car accidents here this year.

- Staff · November 13, 2024The latest three full years of crash data (1.1.21-12.31.23) from DMV did not show any reported crashes at Circlewood Dr and Red Oak Lane. The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed samples on Circlewood Dr for each approach to this intersection was 24mph in a 25mph zone. Speed tables are not planned. City Council adopted Ordinance No. 2006-184-195 to install an all-way stop at this intersection. This Ordinance reads in part: “Whereas, it is the consensus of Council that it would be in the best interest of the citizens of the City of Richmond and especially the citizens who reside near the aforesaid intersections to erect three-way stop signs at said intersection…” No other measures are planned at this time.
