Description

Dear Department of Public Works, I am writing to formally request the installation of two additional stop signs to create a 4-way stop at the intersection of S Allen Avenue and Parkwood Avenue in Richmond, VA. This request is prompted by the following observations and concerns: Traffic Safety: The current 2-way stop at this intersection has proven insufficient in managing the flow of traffic safely, particularly during peak hours. This has led to several near-miss situations.

The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The MUTCD conditions are mainly about a combination of traffic on the free flow street and the stopped street. This is basically how the MUTCD warrant works: - The traffic volumes along the free flow street (major street) and the stopped street (minor street) must be at a certain level for each hour for eight hours of a weekday to meet the requirements of the MUTCD all-way stop warrants. o Major street minimum requirement (total of both approaches) = 300 or more vehicles an hour. o Minor street minimum requirement (total of both approaches) = 200 or more vehicles an hour. - Both traffic conditions must be met for the major and minor streets to meet the MUTCD requirement. - The intersection of Parkwood Ave and Allen Ave does not meet the traffic volume requirements for an all-way stop. Google street view shows No Parking signs on Parkwood Ave on the east leg now to enhance intersection sight distance for vehicles approaching Parkwood from Allen.
