The Department of Public Works must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. The intersection of Douglasdale and Huxley St does not meet the traffic requirements for an all-way stop. The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed sample on Douglasdale Rd between Blanton Ave and French St measured 27mph in a 25mph speed zone. A speed table is not planned.
