    The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed sample on Rosetta St between Phaup St and 23rd St measured 12ph in a 25mph speed zone. A speed table is not planned.
