    DPW must use the Federal Manual on Uniform Traffic Control Devices (MUTCD) for all highway signs. This is a national manual used by all states and localities. “Slow down” signs are not in the MUTCD therefore are not planned for installation by DPW. The signs you may have seen probably came from DMV (804.497.7100).
