- Staff · October 23, 2024The Department of Public Works must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing a traffic signal. The intersection of Hull St and “The Arbors at Hull St” does not meet the MUTCD traffic signal warrants. “Pedestrian crossing ahead” warning signs exist at approximately 5308 Hull St for southbound and at approximately 5619 Hull St for Northbound. This covers both approaches to “The Arbors at Hull St”. A safety improvement project is planned along Hull St. A pedestrian hybrid beacon (PHB) is planned for Hull St near Christopher Way. A PHB is a traffic control device designed to help pedestrians safely cross roadways at uncontrolled intersections. The beacon head consists of two red lenses above a single yellow lens. The lenses remain ”dark“ until a pedestrian desiring to cross the street pushes the call button to activate the beacon, which then initiates a yellow to red lighting sequence consisting of flashing and steady lights that directs motorists to slow and come to a stop, and provides the right-of-way to the pedestrian to safely cross the roadway before going dark again.
