- Staff · October 3, 2024The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed sample on N. 28th St measured 26mph. The speed sample is in general compliance with the 25-mph speed for residential streets and speed tables are not planned. The Department of Public Works must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The intersection of N. 28th St and X St does not meet the traffic requirements for an all-way stop. The MUTCD also states in Section 2B.06 “Yield or stop signs shall not be used for speed control.”
