Description

This is a neighborhood with a lit of walking and biking traffic. The cross streets are very wide and straight so drovers ofter soeed between Brook and Chamberlayne. Requesting painted crosswalks and appropriate signage. Stop signs and/traffic calming would be ideal but I’ll take anything.

    ***W. Seminary Rd between Azalea Ave to Laburnum Ave - Requests for all-way stops DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. None of the intersections on W. Seminary Rd between Azalea Ave and Laburnum Ave meet the traffic requirements for an all-way stop. The MUTCD also states in Section 2B.06 “Yield or stop signs shall not be used for speed control.” - Requests for speed tables The 85th percentile speed, the speed that 85 percent of drivers travel at or below, is one of the best indicators of a reasonable and safe speed. The 85th percentile speed samples on W. Seminary Rd follow: - Between Azalea Ave and Westminster Ave = 13mph - Between Westminster Ave and Laburnum = 17mph The speed samples are in general compliance with the 25-mph speed for residential streets and speed tables are not planned on these streets. - Request for crosswalks This will be reviewed by another DPW engineer.

    An existing speed table is at approximately 3811 Seminary Ave.

    95 percent of vehicles drive under 25 miles per hour on Westbrook Avenue between Brook Road and Chamberlayne Road. A midblock speed table exists on Westbrook between W Seminary Avenue and E Seminary Avenue. Adequate gaps exist in traffic for people crossing the street. No new crosswalks are planned at this time, but the Department plans to evaluate the entire neighborhood for pedestrian improvements (including crosswalks) in the next fiscal year.
