- Staff · August 27, 2024DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The last four full years of reported crashes from DMV (1.1.20 – 12.31.23) showed one reported crash at Pollock St and Maryland Ave. The intersection of Pollock St and Maryland Ave does not meet the MUTCD traffic requirements for an all-way stop. The focused approach on speed management in the City’s Neighborhood Traffic Management Program first considers the distance of a free flow street of at least 1200’ in length in a tangent section without traffic signals, existing traffic calming measures or stopped conditions on the major street. (A traffic circle is at Pollock St and Carolina Ave.) Pollock St between Delaware Ave and Carolina Ave measures approximately 700’ therefore speed tables are not planned.
